Institutionality Indicators
The institutional indicators seek to determine the level of institutional strength of each social program included in IPRO. Institutionality is defined by the existence (or non-existence) of several key attributes that have been identified by international consultants and experts as minimum requirements that indicate institutional strength. The indicators rank the performance of social programs according to their survey responses. The diagnostic survey consists of 20 to measure the level of institutionality in social programs. The questions are arranged into 4 categories:
1. Rules of operation and other guidelines
2. Transparency and accountability mechanisms
3. Financial control mechanisms
4. Citizen participation mechanisms
The indicators derived from the survey range from 0 to 1 where 0 is equivalent to the inexistence of a certain institutional requirement and 1 represents the complete existence of the requirement. Values in between 0 and 1 indicate how close or how far away a social program is to fulfilling the survey requirements.
In this section users can also see the level of institutionality as measured by the percent of questions completed on the survey. This information is available as a PDF.
